Atlas Men’s Advocacy | 19 September 2026 | Public version 1

**Status: Application signed. Payment instructions requested; payment and submission pending.**

This public copy contains the request scope and access instructions. Applicant details, signature, payment records and the completed form are excluded.

I request access to the following documents held by the Department of Communities concerning the WA Coercion Hurts public education campaign.

**Period:** 1 July 2023 to the date this application is lodged, including earlier documents attached to, incorporated into or circulated with records in that period. Include the initial campaign and subsequent phases, toolkit revisions and evaluations. Records solely concerning unrelated service provision or individual client cases are excluded. Include combined campaign records only to the extent needed to identify Coercion Hurts decisions or costs.

## Documents requested, in priority order

1. **Evidence supplied to campaign planners.** Final advice, evidence summaries, consultation summaries and briefing attachments supplied to or considered by campaign planners about adult male intimate-partner victims, female perpetrators, sex-based differences in coercive control and the proposed sex of people depicted. Include relevant input from the Office of the Commissioner for Victims of Crime, the family and domestic violence taskforce, researchers, advocates and people with lived experience. Include records showing circulation, recipients and dates. Original individual client files and private participants’ identities are excluded.

2. **Translation of evidence into campaign decisions.** Campaign strategy and creative briefs approved or endorsed by Communities, substantive recommendations on portrayals and audience selection, and recorded decisions or reasons concerning inclusion, omission, modification or deferral of adult male victim/female perpetrator scenarios. Include any such proposed scripts, storyboards or concepts and substantive communications with DPC or 303 MullenLowe about these decisions. This request does not assume a rejected alternative existed.

3. **Departmental and ministerial briefing trail.** Final departmental endorsements or approvals, campaign-related briefings to the responsible Minister and departmental copies of ministerial noting, directions or approvals, including their evidence attachments. Include records showing what evidence and creative proposals were supplied to each decision-maker and when, and any conditions or requests for changes.

4. **Evaluation and corrective action.** Completed campaign evaluation reports and summaries held by Communities, including existing sex-disaggregated results and research concerning recognition of male victims or female perpetrators, with final recommendations and recorded responses. Include substantive complaints or representations on those portrayals, internal assessments, replies and decisions on whether to change the campaign. Private complainant identities are not required. Individual research response files are excluded.

5. **Publication and revision records.** Existing campaign asset registers, release/version records and final English scripts for materials published through Communities, including the September 2026 toolkit/resource updates. Include substantive review or approval records concerning victim/perpetrator sex in general-population, translated, Aboriginal-audience and Easy Read materials. Existing source scripts and back-translations are included; no new translation is requested.

6. **Funding and departmental responsibilities.** Existing interdepartmental agreements, allocation schedules and reconciled expenditure reports identifying Communities’ campaign funding, payments, contribution and responsibilities, including any existing distinction between production, research, placement and agency costs. Include the division of responsibility for complaints, evaluation and corrective changes between Communities and DPC. Routine invoices and duplicates of identical reconciled schedules are excluded.

## Access and handling instructions

Please provide electronic copies, with spreadsheets in their existing native format where practicable. This request seeks existing documents and data, not newly commissioned research, calculations or explanations. Existing reports containing sex-disaggregated results are included; no new sex-disaggregated analysis is requested.

Omit exact duplicates, but retain materially different versions, substantive attachments and records showing different recipients or approval dates. Routine scheduling and purely administrative correspondence are excluded. Correspondence is sought only where it records substantive advice, decisions, reasons, approval, circulation of evidence or responses to representations within the numbered categories.

Private victims’ and research participants’ identities, personal contact details and signatures are not required. Please retain officials’ names, positions, decision-making roles and dates where releasable. I do not give blanket consent to remove officers’ names or prescribed details. If an exemption affects part of a document, please consider edited access to the remainder and identify the basis for withholding information.

Where records are already public, a precise document title, version and working link may satisfy that item. Please identify any relevant records held by another agency and consult about any proposed transfer or separate application. This application is to the named department only, including ministerial correspondence and briefing copies held by it; it does not purport to be a separate application to a Minister’s office.

Please provide an estimate and consult before incurring additional processing charges. No open-ended processing charges are agreed. If the scope presents a practical difficulty, please propose a staged release or specific narrowing before excluding a category. The priority order above is for consultation, not an automatic withdrawal of lower-priority items. Please acknowledge receipt, the application reference, validity date and applicable decision deadline.
