Request scope

I request access to the following documents held by the Department of the Premier and Cabinet concerning the WA Coercion Hurts public education campaign.

Period: 1 July 2023 to the date this application is lodged, including earlier documents attached to, incorporated into or circulated with records in that period. The campaign launched on 30 September 2024. Include later phases and revised assets. Records relating solely to another campaign are excluded; retain combined records where necessary to identify the Coercion Hurts component.

Documents requested, in priority order

1. Research and evaluation. Final research reports and accompanying executive summaries managed or supplied by 303 MullenLowe Australia Pty Ltd concerning this campaign, including the reports identified in Legislative Assembly question 1603, reproduced in Questions Booklet 46 dated 17 February 2026. Include August 2024 baseline and December 2024 follow-up research, later completed evaluations, questionnaires or discussion guides, recruitment criteria and aggregate sample profiles. Include existing results concerning recognition of adult male victims, female perpetrators, and recognition or recall by respondent sex. Individual respondent files are excluded.

2. Creative and audience decisions. Approved campaign and creative briefs, audience strategies, final research-based recommendations and substantive revisions affecting the sex of victims or perpetrators depicted. Include proposed scripts, storyboards or concepts depicting adult male intimate-partner victims and female perpetrators, if held, and records of their selection, rejection, modification or deferral. Include substantive advice and recorded reasons about whether to include such portrayals. This identifies records to search for; it does not assume those alternatives existed.

3. Approvals and the evidence before decision-makers. Campaign applications to the Independent Communications Review Committee, assessments, decisions and conditions; final departmental approvals; ministerial noting or approval documents held by DPC; and the supporting briefs, research summaries and attachments actually supplied with those submissions. Include records identifying approvers, dates and material supplied to them. Please preserve the distinction between noting, recommending and approving.

4. Spend and placement. Existing approved budgets, contract award schedules, variations, expenditure reports and media buying plans or placement logs showing campaign costs and actual expenditure. Include available breakdowns for research, creative production, media placement and agency fees; dates; channels; programmes or events, including AFL where present; audience targeting; asset identifiers; and existing reach, impressions and frequency reports. Include recorded audience sex profiles. Retain GST treatment, whether amounts are commitments or actuals, and any basis used to apportion shared costs. Routine individual invoices are excluded where reconciled expenditure schedules provide equivalent detail.

5. Asset inventory. Existing registers of campaign assets and versions, including titles, identifiers, formats, durations, languages, intended audiences and release/withdrawal dates. Include final English-language scripts or transcripts and storyboards for general-population video and audio assets, and existing English source scripts or back-translations for translated assets. No new translations are requested. Include superseded versions where victim/perpetrator portrayals changed.

6. Concerns and subsequent decisions. Substantive complaints, representations, internal assessment and replies specifically concerning omission or portrayal of adult male intimate-partner victims or female perpetrators, with any resulting decisions to retain, alter, commission or withdraw campaign material. Private complainant identities are not required. Include existing registers or summaries in place of duplicate correspondence where they preserve the substance, date and action.

Access and handling instructions

Please provide electronic copies, with spreadsheets in their existing native format where practicable. This request seeks existing documents and data, not newly commissioned research, calculations or explanations. Existing reports containing sex-disaggregated results are included; no new sex-disaggregated analysis is requested.

Omit exact duplicates, but retain materially different versions, substantive attachments and records showing different recipients or approval dates. Routine scheduling and purely administrative correspondence are excluded. Correspondence is sought only where it records substantive advice, decisions, reasons, approval, circulation of evidence or responses to representations within the numbered categories.

Private victims’ and research participants’ identities, personal contact details and signatures are not required. Please retain officials’ names, positions, decision-making roles and dates where releasable. I do not give blanket consent to remove officers’ names or prescribed details. If an exemption affects part of a document, please consider edited access to the remainder and identify the basis for withholding information.

Where records are already public, a precise document title, version and working link may satisfy that item. Please identify any relevant records held by another agency and consult about any proposed transfer or separate application. This application is to the named department only, including ministerial correspondence and briefing copies held by it; it does not purport to be a separate application to a Minister’s office.

Please provide an estimate and consult before incurring additional processing charges. No open-ended processing charges are agreed. If the scope presents a practical difficulty, please propose a staged release or specific narrowing before excluding a category. The priority order above is for consultation, not an automatic withdrawal of lower-priority items. Please acknowledge receipt, the application reference, validity date and applicable decision deadline.
