Coercion Hurts: draft records request

Prepared 19 September 2026. Not sent. This is a document-scope draft for separate requests to the Department of the Premier and Cabinet and Department of Communities. It can accompany an initial human-rights briefing. It is not a completed or lodged FOI application.

Proposed request text

Atlas Men's Advocacy seeks copies of existing records concerning the development, approval and evaluation of the Coercion Hurts campaign, particularly consideration of male intimate-partner victims and female perpetrators.

Please provide records held by your department for the period 1 July 2023 to 19 September 2026, including earlier research or advice attached to or expressly incorporated in records within that period. Where records cover both Coercion Hurts and A Story That's Not Ours, please retain the material needed to understand the distinction between the campaigns.

1. Research informing campaign development

The final research reports and summaries concerning Coercion Hurts managed by 303 MullenLowe Australia Pty Ltd, as identified in parliamentary question 1603 in the Assembly questions booklet dated 17 February 2026. Include their research briefs, questionnaires, discussion guides, sampling/recruitment specifications and aggregate participant profiles.

Include the August 2024 baseline omnibus survey, December 2024 follow-up survey and subsequent campaign evaluations, together with question wording and existing sex-separated results. Please retain any findings concerning recognition of male victims, female perpetrators or abuse in different relationship configurations.

2. Campaign and creative briefs

The approved campaign brief, communication objectives, audience strategy and creative brief, including substantive revisions. Include concepts or storyboards depicting male intimate-partner victims or female perpetrators, whether selected or not, and existing records explaining their selection, amendment or rejection.

3. Advice and consultation relevant to representation

Briefings, consultation summaries and advice supplied to campaign decision-makers that discuss male victims, female perpetrators, sex-specific portrayals, gender-neutral portrayals, inclusion, exclusion or stereotyping. Include relevant advice from the Family and Domestic Violence Taskforce, the Office of the Commissioner for Victims of Crime, subject experts, advocacy organisations and victim-survivor consultations.

4. Approval and decision records

Campaign advertising applications, relevant Independent Communications Review Committee assessments and decisions, final departmental approvals and ministerial noting or approval documents. Include attachments showing the creative material and research placed before each decision-maker. Please retain official names, roles and dates where releasable so the decision sequence can be understood.

5. Recorded concerns and responses

Complaints, briefing summaries and responses specifically concerning representation of male victims or female perpetrators in these campaigns, including records of whether a creative change, additional asset or further research was considered. Private complainant and survivor identities are not sought.

6. Official asset register and language versions

The existing master asset register, including creative identifiers, titles, versions, dates, durations, media formats, languages and intended audiences. Include final approved English scripts, transcripts and storyboards, plus English source scripts or back-translations held for translated explainers and radio material. Include superseded public assets where they changed the victim/perpetrator portrayal.

7. Media placement and expenditure

Existing media plans, placement schedules and expenditure reports by creative identifier, channel, date and audience. Include AFL-related placements and any records identifying programming or audience segments predominantly reached by women. Distinguish budget commitments, media expenditure, production, research and agency fees, and identify GST treatment where recorded. Include existing reach, frequency and impression reports and their measurement definitions.

Format and practical scope

Electronic copies are preferred, with spreadsheets retained in their original usable format where possible. Identical duplicates may be omitted, but materially different drafts, attachments and versions should be retained. Atlas seeks existing records, not newly commissioned analysis or answers to hypothetical questions.

Private survivor, research participant and complainant identities may be removed. Please retain anonymised findings, participant categories and official decision-making roles wherever possible. If only part of a record can be released, please provide the releasable remainder and identify the basis for withholding the rest.

If the scope requires refinement, please identify the categories presenting difficulty and consult before excluding them. Our first priority is the final research reports, approved briefs and decision records in items 1, 2 and 4. Where a record is already public, please supply its precise location. Where it is held by another agency, please identify that agency and the relevant record category.

Please provide an estimate before undertaking work that would incur additional charges. No agreement to an unspecified charge is given by this draft.

Archive status

This was the initial combined scope, before separate agency applications were prepared. Its request text is retained as development history. Use Documents 001 and 002 for the current scopes and status. This superseded draft was not lodged.
